How much noise can one fan make?

A mate of mine who is into gaming runs his without the outer casing on to help keep it cool. The fans are mostly responding to heat build up. He blows it down carefully regularly to prevent dust build up that would also make the fans run faster by keeping heat in components.

They do turn quite fast. I have a fan control app on mine and can see its performance as I work. It idles at 1200 rpm almost totally silently and I can set it up to 2800 if needed. Normally it is on auto and only under high workload does it increase from 1200 to about 1500.
I can imagine that it could get very noisy if there was something rubbing or it had a dry bearing or similar. Our tumble drier has sounded like what I imagine a wounded animal would sound like for the past three years. We have to close all the doors between it and us to remain half-sane.
