I cloud, pictures, saving etc

My previous I phone did well and I had it from 2010.
For a while, I used to charge it from the home tower and it would sync so I was happy it was backing up. Summer 2018, the tower completely failed, then aug 2018 my phone came flying out with my hanky on to a hard floor and smashed the screen.
Anyway, since sept 2018 I’ve had a new I phone and new I pad and registered with I cloud and the pictures move from one to the other.
I wanted to save the old photos on the old phone, so fetched it out today and charged it up. Both phones and I pad have blue tooth on, on the WiFi and have I cloud.
The old phone now has all the pictures taken since 2018, but the old pictures on the old phone haven’t gone the other way - which is what I was hoping to achieve.
Can anyone guide me to what I have done wrong please?
