Possibly because it didn't have anything anyone wanted. Even Ceaser decided it wasn't worth invading and just walled them out to stop them causing hassle....
I agree that the oil wealth was squandered and not fairly shared but similar economic abuse has been applied by the London elite to us English too. London acts like a cancer that sucks resources out of the rest of the country imho.
