Probably already been discussed but if you apply for the no insecticides option and then there is a desperate need to treat a crop at some point during the 3 years can you withdraw that option if you can prove the need. Talking to someone about this and this is what they are planning to do and they say it’s acceptable.

Yep, just explain why you couldn't complete the option.
Although it seems you could do this with any option - on the annual declaration just declare that you didn't complete option xyz. No penalty, just no payment for those options
