Coming from a river management background I'd suggest the key is the seed source. If you are getting fresh seed washed down a river onto your land each year (won't happen with JK as we only have the female here In the UK hence no viable seed - yet!) then you'll never eradicate it.
Thats certainly true for giant hogweed. If everyone can cooperate its all very possible. Thats also interesting about JK. Fact its only spread by rhyzomes does make control possible.

I sometimes think part of the problem is people overcomplicate it possibly to create a market for their expensive eradication service. This means nothing gets done.

Cut it down each summer before the seed heads form, you'll decimate it in a couple of years unless there is a large stand above you sending fresh seed down.
We had a problem with it having got a foothold around the house. We found it was very easy to hand pull at flower stage and a couple of years eliminated it. Different on steep river banks tho'.

Can also use cattle which are very effective at trampling it down ........ Not that one allows cattle to access the stream and muddy the banks :whistle:
