It could be either. Test for battery voltage, preferably with a bulb, at the solenoid connectors with the switch forward.Or you should be able to swap the connectors over on the solenoids. You should then have reverse when the switch is forward. If not, the switch is faulty. If you do, then the forward solenoid is faulty. Or there could be a broken wire. ( Could also be oil pressure related problems too.)
