Kiwi cattle breed in UK

Can anyone please shed any light on how the Kiwi and Kiwi cross came to be added to the Cattle Tracing Service breed code list and when?
I can find no link to any Kiwi Cattle Society on an iinternet search and there is no mention of the breed on the UK breed inventory. When did the Kiwi cattle breed arrive in the Uk and was it by importation of semen, embyos or live animals?
A point of contact with any organisation invloved with the breed would be most useful

Think we purchased our first kiwi cross (Northsea) 2006, which I guess when it was released here.
Don't suppose you remember what it's calves were registered as on CTS?
The reason for askng all this is that the various arms of DEFRA are refusing to give a meaningfull breed code on CTS for the Sheeted Somerset until they have agreed a breeding programme after the Sheeted Somerset Cattle Society Ltd was added to the FAnGR list of Zoonotic Establishments (pedigree societies) and yet Kiwi and Kiwi x have been added without forming any such society and these are crossbred catle by defenition. A clear example of discrimination against UK cattle breeders innovation!

According to the CTS website the Kiwi and Kiwi X breed code is no longer available as of the 1st August 2019.
Has anyone seen a copy of the DEFRA policy on adding (or removing) breed codes from the Cattle Tracing System?
Since it appears that in the absence of a policy the civil service default position is to say no to any request for action there must be one. Unless of course they are making up the rules as they go along without any consultation leaving themselves open to challenge in the Divisional court should anyone be so minded.
Dwarf Zebu on tne CTS list although not very popular, at least in this part of the world could be the next to go, watch this space.
