could be something daft ,pipes in wrong, one pipe in one spool, other in different spool.pipes in wrong way round , pipe not actually in properly , oil flow ? is it manual or electric spools if electric have you set flow rates and timing properly .even dafter, are you operating the spool the pipes are in .
pictures of plumbing will help.

Turnover ram?There's a restrictor in one of the pipes at the top of the ram (200 headstock) take it out and see what happens it's a 3/8 - 3/8 fitting
