Leyland 272 synchro

Hi, my leyland 272 synchro has been in a workshop for new brakes, and now the hydraulic arms dosent go down at all. The hydraulic arms ar stuck in the up position (right at the very top) it also seems that it in constant pumping. Any help I would appreciate. Thanks
