Yes folk do need to understand which is why I would strongly challenge your statement, it is simply wrong. Some, if not all those organizations do have the authority and discretion to issue fines without involving the courts, trading standards certainly can and does. Once issued with such a fine it is then up to you if you want to pay up or if you want to roll the dice and have the evidence against you tested in court. Go to court and if you loose it may cost many multiples of the initial fine and even if you win it will still consume days of your time and perhaps significant amounts of money in getting good legal advice.
This post which is completely wrong illustrates the amount of misinformation fed to farmers and I wonder with what motive.
Anyone like to hazard a guess as to why anyone would want to overstate the powers of enforcing authorities?

You are completely wrong! Trading Standards cannot issue any "fines" on their own. They must go through the courts to get a conviction through a "guilty" verdict if they think an "offence" has been committed. Usually in a County court with three sitting magistrates.

Ok well how about you look up "tranding standards penalty notices for illegal sale of alchohol to minors" then tell me TS can not issue any fines... yes Trading Standards do not at present have carte blanch to issue penalty notices for all and sundry but it is very easy for government to expand the range of offenses for which such organisations have the authority to issue such penalty notices as an alternative to costly court cases and if they need to they will. FPN are already widely used for motoring offenses, licensing offenses, littering offenses, covid compliance

Scroll back to the spring of 2016 on TFF, and right there you will see the future as declared by the Brexiteers, which would apply once the people declared independence from the rotten regime. Singapore on Thames they said. A bonfire of regulations they said. Freedom to farm they said. Roundup for all they said. Down with the bees they said. To hell with pig stall regulations they said. Progressive farmers could get on and farm they said. Milk, honey and profits would abound in the sunny uplands they said.
I‘m sensing that there is just a little bit of realisation now, that the vision was nothing more than a Boris / Nige induced mirage…….

..........................And they are all probably reading this Forum thinking, "ah,thats how we will do it"...........................:banghead: It is not "almost certain" to be adopted into law in the future either. Any new laws take a massive amount of Parliamentary time.

You have better insight than those with their heads in the sand.
And to those that wish to shoot the messengers, I'm not saying that I agree with what is going to happen, but that doesn't make it less likely

(y) along with "heading in the sand" the phrases "wishful thinking" and "cloud Cuckhooland" come to mind
