I think that might be the one I put up a few pages back that Richard Yorke Recovery used for the same job on the wind farms down here. Ballast box looks to be the same design and "EP" was Montgomeryshire before the new style number plates.
Id say your probably right, cant be too many of them with the led light bar in the same place above the number plate
