No, windy hill on M62 is higher, it also at the time had the widest single span bridge across it, that is called scammonden bridge. You are thinking of Tan Hill pub, that is the highest pub and it is in swaledale, not shap.
Windy hill is the place you hear mentioned on traffic news quite often as "little house on the prarie" many are lead to believe they had to split the motorway because the owner of the time would not sell, this is not the case, the farm is called stott hall, and the M62 is split simply down to the geology of the land it crosses over.

There is that side to it I guess,it just don't look a good place to be stopping to me,plus its normally raining on that stretchI used to make it my mission to explore every track when I was a rep. It made the day a bit more interesting
