Making pdfs more readable

Some pdfs seem to be squashed across the screen for some reason. Eg this one from the NSA and Jude Capper;

Pages 1 and 2, and 3 and 4, are presented as one page in landscape. How can this be reformatted back to one page per page instead of being squashed?

Being the cheapskate I am, I don't pay Adobe to be able to edit as such.

There must be an easy way round this surely? My eyes aren't what they were so I really find it difficult and tiring to look at small print. Reports like these, I have to print and work through slowly rather than staring at a screen, which I hate.

Can you play with the print settings? Landscape pages will be a3.
KQuick search suggests: select 'poster' and play with the scaling until it previews as 2 a4 pages in portrait.

I looks ok to me.

Try ilovepdf dot com it will let you edit pdf's, split them merge them, covert to word etc.
Does it without adding silly water marks or anything, just limited to a couple per day I think.
