That's what I always thought, you've got to have one foot on the step and one foot on the ground to be shocked, but not so, far from it.
Even if you have both feet on the ground but a small distance apart apart electricity can go up one leg, fry your insides and back down the other leg to ground.You only need to have one foot near the step or near the ground, not necessarily touching either

Obviously I don't know the circumstances, but like others I always thought that being in a vehicle provided a sort of safe Faraday cage where electricity is concerned.
