As long as it's in a lockable room, the cabinet itself doesn't need to lock, I've just got some old kitchen cupboards.

You'll find that most medicines should be stored In a fridge .normally got a temp on packaging

old metal cabinet they were throwing out at work, with a padlock on it, every farm assured visit they have been fine with it
We just used a old fridge freezer and used the shelves on it for storing antibiotics etc and just added a lock on the side screwed on the side on the fridge to lock it up , its simple

Other than oxytocin and vaccines there is little I'd see a dairy farmer using that should be kept in a fridge. Some medicines and tubes are much harder to give if unnecessarily stored in the cold. Most things just need to be below 25°
