Cheap & nasty locks break like that -especially if you have a conveniently located bench to work against. I tried that trick on a recent set of locks and bent the jaw of the spanner, my 36" croppers couldn't get a purchase on the loop to cut it - I didn't try the grinder as if a thief is that determined then they will cut the chain/hasp anyway.
