The rules and regulations are meant to be same all across Europe. However they are interpreted and enforced with move severity in the UK. Anybody who is in the trade won't surprised one bit by this it's not big news, killing old lame cull cows is common in south American abattoirs too.

Absolutely right, I take a load of lambs to the factory every week and the vet there stands and watches every sheep going past to see if there are any lame ones and will pull anyone up if she sees to many in a batch. You could get a day in court very handy if you aren't careful. The worst cull cows and ewes from round here end up south of the border which seems stupid as its a long journey, couldnt get them killed in a factory here so they must look at the rules differently.
