If i apply for Say 10 ha of CAHL2 Winter bird food for example, but my rotation changes or crossover issues with CS option areas, and in years 2 or 3 i only plant 8ha when do i notify RPA?

I expect in your annual declaration towards the end of years 2 & 3 (though might be 1 & 2). That whole process is still to learn, but the early entrants can't be far off. They said a lot of things could be done then - I suspect some will evolve into having to start a new 24 agreement.

You wouldn't be doing anything wrong on your example (<50% reduction).
