Yes think so, I knew licenses where mentioned wanted to check

if you have had crop loss then you can preventatively control pigeons by shooting
plenty of evidence to show that it is the only way to protect crops

if pigeons are not shot at then all scaring methods fail very quickly as they learn that there is no danger to them
a dedicated pigeon shooter who picks the right day and shoots a few ( harvests them into the food chain )can protect a field for several weeks making scaring tactics effective

I didn't previously pick up on the need to have the addition of the consent of Natural England to shoot on an SSSI!
