Planning requirements for a feeding / outwintering pad on a greenfield site. (Northern Ireland)

Hi guys
I have recently moved back home from England and have bought a house with ground. There are no agricultural buildings hence its a greenfield site.
I am interested in finishing cows on a 90 day system. The site itself is fairly sheltered with high hedges. I have read about PDR's or lack of them on a greenfield site relating to the construction of livestock housing.
What I am particularly interested in is the outwintering pad with a concrete feed strip. Has anyone any experience regarding this type of construction and the relevance of planning permission?

We couldn't make it work. Too much rainfall. Pad turned into a swamp. Built a slatted shed instead
