Was just going to suggest the plywood jig for setting the bolts!! Drilled loads in piller drill once about 5 at a time clamped together!!
we use templates for the holding down bolts folded from 3mm galv plate with a bolt welded to it to line the plumb bob to real handy if there is water on top of the concrete and they can be reused and come of easy with a flick with a shovel
 
All of the buildings that I have had put up professionally, or have put up myself have had the legs concreted in the holes I, therefor, have no experience of the bolt down method. I don't understand what the cones are for.

Don't think you'll always get a perfect job if you outsource!
I moved a portal shed and found slotted make-fit holes!
I'd never done foundations before-but took my time to make sure everything was square and level and was chuffed when I was able to use the original holes!
If you're ordering a new building order it with legs long enough to mount on underground pads with cones and bolts and grout as has been said.
But in my case I was dealing with legs gassed off at ground level, so I welded on new feet, dug the holes and made four inch high frames to surround the holes, these I levelled to finish floor level. The frames enabled me to precast pads with tidy edges.

True, but the guys I use have done it time and time and time again so have far more experience at getting it right than me.

I didn't think it was still allowed to not bolt down the legs nowadays.

Wasn't a problem the concreting was done mid June, then the neighbors found out what I was doing and complained to council. Even tho I had planning all passed it still delayed the job and the frame got put up in October !.
if everything was above board i would have carried on, is that the complainants house in the background on your photos ?

It's out of position by about 10 feet and yes that's the house, after being reported for the shed and before that was sorted out they had the council out to site cos I was stacking straw there. Before even starting on the shed I was also reported for putting a road way in, but it's off an unclassified road so no one was interested in that.

so if it was out by 10 ft that means the line on a 1:1250 plan was 2.5 mm out of place did they make you apply again? if the house comes for sale it should make it less value should you want to buy it
