The summary is the PAC assessment of where ELMS is currently at. It is the conclusions and recommendations that is the important bit.
Absolutely. Can you see the government following any of the recommendations if not challenged by farming interests?

I've rad most of it. It just shows what a mess Europe and the corporate food system have got us into really.

I don't think the incompetence is news, it's ongoing. You read that and wonder what the hell MAFF and defra have been doing for the last 50 years.
Brexit is the opportunity to source home grown food , and DEFRA want us to grow trees , clueless

Just read the summary, and then go back (if you had the time) over the past 12months worth of comments and discussion here, and see if we missed ANYTHING at all.... I doubt it.

I think we need TFF in at the high level of "co-design", possibly Ministerial level...

So that is both EFRA and PAC who have come up with damning reports and conclusions... Time for Eustace to face up to the realities and go beyond the farcial greenwashing measures that will be the unsatisfactory outcome of ELMS, as it stands,.

If thats true and i hope it is at least they seem to be listening, the question is why isnt defra.

Looks damming but not really unexpected. Boris' trade mark is basically to wing it and hope he doesn't ever get called to account. Be interesting to see how much money ever actually gets to farmers in the end. From what I remember, about 40% of CAP money was syphoned off by the government for its administration costs.
That's what happens in the rest of society. If there's a form to fill in or email to write, no problem, you can employ someone to do it. If you are up to budget and no more staff available, simple; it doesn't get done or you pass a law to get extra funding.

Give it to a farmer and he gets up early, does it himself and carries on working or gets the Mrs or one of the kids to sort it out. No one gets paid for that because the corporate food system only pays so much. It's why we have so many stupid dead tractor rules to comply with for no benefit, because we do it all for free.

Does make you wonder about the quality of staff at Defra, they cannot bring themselves to mention the word food production, but instead, exactly as the reports mentions export our ag along with it export our climate damage while importing lower quality food, but we think we are saving the world by planting some trees.

Look at Janet on the other thread, thinking how great the Sfi scheme is while totally missing the point, would not surprise me if she is a vegan activist at the heart of Defra producing such poor schemes so badly, while not understanding food production is a major public good.
