Just leave the old ones on? I have had a set of half worn out, loose fitting ones on mine for several years (& a new set still sitting in a drawer). The old ones still work just fine, just vary the tension on them.
The old ones were loose like yours but seam to have disappeared! Ordered some bits today but no new ones available.

I clean the pads with petrol and leave to dry for a day.

Then use a good contact adhesive. But I keep the pads in the warm for a day.

On advice from RAPPA I did exactly that too. When they still wouldn’t stick properly for long, I resorted to letting them stay loose.
The current set have been ‘unattached’ for about 3 years and they still work fine, hence the spare set still sitting in the drawer above. When I do need to replace them I won’t bother wasting time trying to glue them again.

Mine have never been glued on the whole time I’ve had the machine. When we lost 2 of them last winter I cut squares of cardboard from the McNuggets share box in the motor cab and we used them for 3 months until spring. Then I remembered too order new ones. 😉👍

Never glued the disks here and winder must be over 20 years old. We do carry a spray pot with penetrating oil for the chains and give the pads a squirt now and again.
Last time I glued the disks one started peeling off and before I realised it had nearly ground the center of the reel out!
