Regulations for slurry pit?

Hi there.

I'm not a farmer but I do have a smallholding. My next door neighbour farms poultry in large sheds. When the sheds are washed at the end of the crop the effluent goes into a large concrete pit on my boundary. There are some rushes in the pit, a lot of standing water, some brambles and not much else. The water then flows into a lagoon before ending up in a small stream.

In recent years the fly problem and stench created by the pit has been huge. My neighbour has tried to remove some of the solids, but much is still in there. Due to its location and construction its very difficult to maintain. It has never been emptied out.

I'm trying to find out what the regulations are on such a pit. Could someone suggest where to look please.
