Renewing animal transportation certificate

Came to renew my animal transport certificate which runs out shortly. I'm sure that last time it was renewed it was just a few minutes job but this time it's taking a lot longer. Seems I need details from the Competent Body issuing the certificate which I took to be Worcester initially, followed by Carlisle several years later, but talking to APHA today apparently they are not competent, I need City and Guilds. Can't find the original certificate so rang up for a replacement,"certainly, sir that will be £44".
Don't want a vellum parchment hand written by Cistercian monks, a photocopy would do nicely and so I offered a fiver which was turned down .:(
Have got some info of it which hopefully will suffice the powers.

I think I've got one of those. "Think" because all I have is a plastic card. All the writing has rubbed off! Somehow I don't 'think' I'll bother getting a repacement.:rolleyes:

I remember doing a course and 'exam' in the local pub. The course consisted of someone telling us the correct answers for the questions and the exam/test consisted of a multiple answer computer game. What a bloody farce. I did get a certificate and plastic card I think but feck knows where they are now. Complete waste of time.

Yes but that's YOUR handler certificate (lifetime). The OP is talking about your animal transport authorisation (business entity) renewable (now) every 5 years

The process for renewal of type 1 transporter authorisations will change from 1 October 2016.

The Animal and Plant Health Agency (APHA) is alerting animal transporters that the process for renewal of type 1 transporter authorisations will change from 1 October 2016.

Type 1 transporter authorisations are required for those transporting animals, as part of an economic activity, on journeys over 65 km and up to 8 hours in duration. Transporters involved in economic activity include farmers, livestock and poultry hauliers, and those who move horses in connection with professional riding, livery and stabling.

From 1 October, in order to comply with EU animal transport regulations, type 1 transporter authorisations will not be renewed automatically. Instead, animal transporters must submit an application for renewal of their type 1 authorisations.

Applications to renew animal transport authorisations should be submitted to APHA’s Welfare in Transport team by post, email or fax. Renewal application forms and information on how to obtain electronic copies of the renewal application are available on GOV.UK.

Transporter authorisations are valid for 5 years, and a significant number were renewed in 2012. This means that a large number of authorisations are due for renewal in 2017 and transporters are urged to apply for renewal at the earliest possible opportunity, to ensure their continued authorisation.

Transporters should check their current authorisation documents, which have the expiry dates printed on them. It is the individual’s responsibility to apply for renewal and failure to do so risks heavy penalties if transporters found to be operating without valid authorisation.

Transporters with queries about type 1 transporter authorisation renewals should contact the Defra Rural Services Helpline on 03000 200 301.

I did our renewal when this message was posted some time ago, as ours expires in January. Have only been asked twice about having it, once (or twice) by the FABBL lot and once by GTH @ Sedgemoor.
Does anything come back from Dafta though? Cos all I have at the moment is the printed receipt, to show that I've applied?

They get processed through the Welfare In Transit Team (Cumbria) who also do the long distance journey logs and approvals

On their website it says they have an understandable backlog but aim to process those applications received in time for their renewal date....

Well that was a lot of notice to give us, wasn't it?

I don't remember seeing any alert. How did they send it?...Post?.....e-mail?
FFS are we expected to be mind readers as well now?

I'm off to look through my extensive and fully comprehensive filing system now...

I expect, as it's one of the many bits of rubbish that has come out of the EU, and it only gets brought to our attention every 5 years, it may be somewhere in the lower strata.

One small question springs to mind....How does one EU certificate, which will be renewed by some office jockey at DEFRA with a rubber stamp, make me any better at moving livestock?:scratchhead:

Owing to an admin cock up when I took my Competence of Animal Handling test I had to take the cattle test as well. We haven't kept cattle in the past, don't have any at the moment and probably won't have any in the future, but I'm now a competent cattle transporter, dontcha know !

I think we should all remember that these certificates and courses have a very serious purpose.

They are designed to put money into the pockets of the 'good ole boys' and to keep us peasants, who have been doing it for years, in our place.

Now I am wondering how the hell Yellowbelly got access to my office to take that picture....

It's to bring all transporters in to line with EC 1/2005

You take a simple multiple choice paper once in your life that basically you can't fail that approves you transporting specific species up to 8 hours. It lasts for life

The transporter authorisation lasts for 5 years and has a check to make sure the entity had not had any convictions in the past 5 years. It's renewed for free

It's hardly onerous

Folks complaining it's never checked seems daft to me. You should be grateful it's not enforced too much

Believe me there's more attention paid to journey plans and checks for over 8 hours transport - and quite right. I wouldn't want any Tom, Dick or Harry taking my stock long distance without appropriate welfare considerations

They're a small team and have a big work load on over 8 hours transports including horses and pets.

If anyone is to blame it's the Ministers' acquiescence to EU Directives and the DEFRA Whitehall Mandarins

Unlike the latest McDonald Review and disbandment of SOA's , these 2012 simple rules seem balanced and fair for all.

Considering what might have come in in 2005, I think we all owe a big thank you to Eddie Harper and his Livestock Committee at the RHA for some sensible , practical input in to the drafting of this Directive. Considering the substantial welfare lobby at the time it could have been a lot worse
