Repairing rotten inner mudguards

So basically our valmet needs work to the mudguard that is part of the cab but not structural. After the last wash you can not see the foam of the cab interior through it. Was orgional plan to cut and weld da wants to bolt patches on. I don't want it to be rough as we are probly going to get it painted within the next year or two just a few jobs I want to do first.
Problem with welding is if I try to remove the van cladding can it be got again and the other side at the gearstick ahs quite a few wires and relays at it where I would need to weld.

Is there any other alternatives

Whole thing is pited with some holes. Poor paint in the valmet. Water gets below it and damage is done before u really know how bad. I don't want a raised patch that is noticeable to have been repaired

No problem welding here. Do a fair bit of engineering down the years and mig welder and all tools here. Few pictures might help explain the job
