reservoir build/gravel extraction licence

Has anyone experience of obtaining a licence in order to dig a reservoir? I understand it varies depending where you are and may well have become more onerous....
We have a good site with clay at 3-4m but it will only work if we export material, otherwise it's looking like a liner will be needed.
