right of access

If your property is landlocked you can apply to the high court to grant you access over adjoining property but you will need to pay compensation. It is not uncommon for land to be sold with ransom strips to stop development

I have recently been told that it is now impossible for a piece of land to become inaccessible due to it being ‘landlocked’ by adjoining properties, how does this square with the quoted article above?
If you buy a field from A without a right of way and A owns the access then a right of way can be implied as you cant sell.land without access.
If A does not own the access or land that could provide an access you have no right to claim a right of way over just anyones land.
An easement to access field B does mot generally give any access to field C
