A seatbelt is an item of safety equipment, therefore should be worn at all times when working, on the road or not.

(Retreats to a safe distance in preparation for all the anti-safety brigade)

I wouldn't wear a seat belt whilst cultivating ... that's more likely to give me back ache. I guess it's required by those who fall asleep and end up hitting pylons ....

If it hasn't happened already, I expect anyone injured in a road accident in their tractor, gator, quad etc. will have their compensation reduced if they aren't wearing the correct safety equipment.

If stopped you could get a ticket. I put it on recently while cultivating some rough land and a actually felt better for not sliding about the seat
