Sealing a concrete panel

We've got a concrete panel which is sat on top of a concrete floor as a pen division. Problem is that effluent is running underneath and making a mess.
What's the best way to seal underneath it? Thinking of lifting it and setting it back down on a bed of mortar.
Any better suggestions

We've got a muck store which is sealed; we used the stuff provided by the panel suppliers and generally it's pretty good. Panels are placed straight on to a flat slab and then sealed in to the grove between the two. It's hellish sticky though; sticks to absolutely everything. We've found that the panels do tend to move a little even when they're not loaded so I'm guessing a mortar joint would crack over time.
