Seed germination question

We've kept some of last year's barley for using as HSS.

Have tested the germination and it's all low 90%. I know this is fine for seed but why have I lost around 10% germination?

It was dried in bins using ambient air so wasn't cooked.

Would it have anything to do with dormancy period ?

What was the original moisture content? Did it take weeks and weeks to come below 15% ?

Was there any pre-germ? A quick stain test and microscope would show both viable and non-viable pre-germ.
