Better to build the shed you want now for today's purposes. Permitted development means the use cannot be changed for 10 years. What a tenant want in 10 years will depend on the their needs then....and your needs at the time too.
If you want to build a shed to let out, then I'd get planning for and build that to the spec you/your tenant needs with a rent to match the spec. It'll work out a lot cheaper and easier that way.
