Yes it is down to the owners but when a dog gets a taste for it and it won't stop a bullet is the only way,sadly you cannot shoot the owners.But if you could it would solve the problem or just get them to keep their dog under control would help
you can train discipline etc it takes time and effort but it can be done yes in a lot of cases a bullet is the quick answer and with a lot of owners its the only way but it always comes back to the owner not the dog
 
A lot of years back, FIL spotted 2 spaniels chasing his sheep, recognising them as a neighbours dogs he had a word.

"oh they couldn't have been our dogs, they don't chase sheep"

The same dogs were back a while later chasing the sheep so he shot them.

After a couple of days the neighbours asked if he'd seen their dogs.
He replied that he'd shot a couple of dogs chasing sheep, but they can't have been theirs!

Had a problem long time ago with 2 Alsatians attacking 4 sheep on river banks had an idea they were responsible ,second time they came back they attacked 8 sheep and a fisherman saw them and rang us,went to see their owner but denied it was there dogs.
The third time they went back they ripped up 30 sheep,someone had seen them coming out of the field,the police impounded them,the fact that they found sheep wool in their faeces ect,the police would not prosecute as they weren't caught in the "act" and could have come along after another dog had attacked them and just eaten some.
They did come back again and were caught in the act and stopped with a bullet..
Over the years we have had a lot of dog attacks two other attacks by Alsatians,1 Terrier,1 Retriever and 1 Collie and they are the only ones that we caught,there were a lot of others we did not,I do not regret shooting any of the dogs responsible, i can't begin to describe the anger i felt at these attacks ,hence my statement "a bullet is the only way" and yes it would not have happened if they were under control

Completely agree and know that feeling of upset and anger far too well. I'm a dog lover myself and never thought I could Shoot a dog. But over the years keeping sheep I've witnessed some horrific injuries initiated by dogs out of control. I've had to shoot far more of my own sheep because they're in such a terrible state than I have shot dogs. If I know the dog is upto no good now I don't hesitate. Typically most of the time when you catch the dogs at it you haven't got your Gun with you.
