If you live in the village, change the name of your WiFi hub to 'Stop your dogs crapping in my field' then everyone in range would get a little reminder when they connected to the internet.
2 of my wi fi networks are
lawless is a thieving scumbag
and
so are brian mahers 2 pansies
i have the routers well hidden after the nice young people
broke into my house and stole my portable wifi

4 some reason the forum replaces a word that starts with c and ends with ts with pansies

Not many people know what Neospora is. I can see the logic that somebody not 'in the know' would leave dog muck as they can see cow and sheep muck all around them.

I genuinely think a sign about Neospora could work. You could even highlight there is a risk your dog could pick up Neospora (which is only half true) but it could open a can of worms... but they'd soon google it! The spray painting them yellow could work too... it worked for chewing gum in one town centre as I recall.

I think aggressive signage would just make people think you are a dick and not be inclined to comply... In fact, as a dog walker myself, I would feel like you were calling me guilty when I am one of the 90% who are responsible. Probably best not to pish off the 90% ;)
