Facebook has lots of them filming in public places in USA to protect their rights to free speech under the first amendment. Stand on pavement and film into businesses or within public building like police stations.
Most comments support them over there without any regard to the rights to privacy of those being filmed.

Generally you don't need permission to film people or to fly over private property (else airlines would be screwed). Certainly what he filmed at ground level from the road is fine because there is no expectation of privacy.

I think with the drone he's gone against the Drone Code but where is it guidance or law is not clear cut. Because he's using it for commercial reasons he is in breach (thinking data protection etc) but I doubt the Police would be very interested. He's clearly a sad youtube dweep and not a terrorist / conducting espionage.
