The points made by Giles1 are correct to a degree. DECC (in there wisdom) focused the rewards to areas they decided, to meet politically derived targets.
Looking from solar (which is relatively low cost and privately funded) a reasonable IRR would have been accepted.
The other extreme is EfW and Large AD costing Multi-millions requiring City money on non-recourse. (a much higher IRR needed)
