Depends how much hp you're using and how savage the pto engagement is, I would think.

Tried it with 80hp a few times but after a couple of blockages when the tractor wasn't able to clear a lump going in, I decided it wasn't worth the bother.

By luck we discovered the 1000 pto on our Ford 6810 will start our linkage mounted Teagle Tomahawk on straw as long as it is let down to the ground. Then the bale doesn’t lean on the blades quite so heavily.
540 eco best but this old trac doesn’t have it.

I use 1000 rpm pto, but have a hand clutch to start the machine.
Run at 1300/1400 engine rpm so 650/ 700ish on the pto. Teagle machine.
Hydraulic top link👍
This is the secret @Agri Spec Solicitor

Start with a VERY long top link, then pull it in short, to tilt the bale onto the cutting discs. Used to run one on a 50hp tractor just fine, but kept the weight off the blades until up to speed.

Might take off at 10,000!

I once wrote off a teagle bedder on 1000 pto speed.🤦‍♂️ I'd been in it unblocking it using a loader tine. Forgot to take tines out, must have got lost in straw.

Was some bang when it went into fan.
Better the bedder than my thumb, had a few hours waiting in a&e first day after starting with a fresh machine and sliced my thumb,
