Got a shed now, but used to stack rounds on ends 4 high. Then silage sheet and roll out/place bales on their sides on top of the sheet to keep it in place.
Worked well, just had to mind & not put you foot through the gaps between the column of bales when rolling top ones out;)
Never bothered with pallets underneath. Drew a bit of moisture but wouldn't say bottom bales came to that much harm.

We still do that here, 5 foot round bales on there ends with 1000 gauge silage sheet on top weighted down with 4 foot round bales and a few lorry tyres. You have to be very careful when walking across it bit it survives the winter half a mile from the english channel and would know what fresh air was. Cheap way of keeping our straw dry as our straw shed was burnt down by a friendly neighbour so is now used for other things.

Don’t ask them then. Do you have more than 12 hectares and are 25 metres from a road? then permitted development rights are your friend.

We want to use our PD rights for something far more valuable than a straw store though so its not an option. The planners won't let us have a straw store for a few reasons which we have accepted so we can only outside stack.

Hay cap then. Safer than sheeting and better. Capital item as well so full tax relief.

I came across an American study that reckoned net wrap on round bales shed a fair bit of water and was even better if the number of wraps was increased, but I can't find it now. That sounded logical.
