Council or highways I believe. Neighbour here managed to force them to dig up and enlarge a culvert under the road as it was holding up the water getting away from his land!
They might be responsible, the problem is finding the right person/department to contact and then getting them to stop making excuses and do something.
If it’s a simple blockage it’s often quicker to just sort it yourself.
If it's a public road and not a trunk road or motorway, then it'll be the council highway department. They are often subbed out but will still have report forms or contact numbers on their website.
