Who is responsible for the pipework that takes a stream under a public highway?

Council or highways I believe. Neighbour here managed to force them to dig up and enlarge a culvert under the road as it was holding up the water getting away from his land!

got a culvert under a lane that keeps blocking. Lots of roots inside it and it’s not really big enough for the flow of water.

Currently fully blocked and water going over road.

They might be responsible, the problem is finding the right person/department to contact and then getting them to stop making excuses and do something.
If it’s a simple blockage it’s often quicker to just sort it yourself.

If it's a public road and not a trunk road or motorway, then it'll be the council highway department. They are often subbed out but will still have report forms or contact numbers on their website.

It should be County Council Highways unless the road is a major road and is administered by the ministry of transport
