Council or highways I believe. Neighbour here managed to force them to dig up and enlarge a culvert under the road as it was holding up the water getting away from his land!

got a culvert under a lane that keeps blocking. Lots of roots inside it and it’s not really big enough for the flow of water.

Currently fully blocked and water going over road.

If it's a public road and not a trunk road or motorway, then it'll be the council highway department. They are often subbed out but will still have report forms or contact numbers on their website.
