I may have the option of a contractors cross slot. If so, what's the deal with the pre-em?

Surely the spray will just be going onto a mat of green veg, rather than the soil? Or does the mat negate the need for a pre-em? Be interested to hear what those who regularly drill on the green think!

Further to the question regarding the Pre-em, when are people applying Glyphosate in this situation?

I would drill and then glyphosate or glyphosate and drill immediately after.

The cover crop will act as a mulch and reduce weed growth but pre-em will still be necessary. The mulch will not affect the efficacy of the pre-em. Especially if it rains after application. Use enough water.
