I suspect it is the shape of things to come. Buy a used computer with software already installed and you will discover you have to buy the software to use it even though that's already been paid for by the first buyer
If you buy a used book, perhaps you should be required to pay the author, publisher, printer, distributor, and bookseller a fee even though they've already been paid?
