Does the tine drill produce a level enough seed bed? We currently do spring tine without packer and then follow with either varderstad rapid or combi depending how wet. Both do some levelling of the spring tine cultivation

The Kverneland TS isn't a beet drill of a Vaderstad. If you want is level like a snooker table and every plant to emerge on the same day, get a Vaddy, but they will cost you.

To get the coverage need to get get the seed deep enough for the pre emergence behind the wheels, the rowsaway from the wheelscan be 4 inches deep, but it all comes up

A level finish is just cosmetic. Corrugated finishes from the likes of claydon and Horsch work fine. I then roll in the spring but that’s really just to push the stones down nothing else.
