Does anyone hire tractors out and charge by the clock hour, with no minimum hire period, and ideally between July and September?

I don’t think you will get anything with no minimum clock hours. A local dealer might hire you something that’s hanging around their yard for a fairly low commitment in terms of hours. We’ve hired that way before.
