Tractor wont start ,starter problem?

Just check again as davew hinted at, that you have a full 12v when you go to start at the signal wire on the solenoid. Do this by leaving the wire connected at solenoid and get your voltmeter on it as well then check you have 12 v when you turn key. So then if that checks ok and it will start by bridging the big terminals on solenoid, it must be the solenoid itself.

Just remember that if you bridge the two big terminals on the back of the solenoid it will usually just spin the starter. The small terminal needs power to energize the solenoid which engages the cog with the flywheel
