Trailer axle

Was thinking of putting on mini super singles to replace super singles on a bale trailer. To lower the floor level was considering taking the axles from under the springs and placing them on top. Seems to be plenty of clearance and draw bar can be adjusted to level the floor.
Is there a difference between under slung and over slung running gear?

It will not work putting the springs the other way around unless you have a clearance, as it takes a lot to go from a 22" rim to a 19" and change your springs
What axles is it on ?
 
Wasn't turning the springs,just putting the axel from under the spring to untop of the springs. Quite a bit of clearance at the moment and with mini super singles the tyres "shouldn't" touch the body.
 
Apart from being a fairly major difference in ride height the whole tie bar set up is different can be done but a fairly major job I,m afraid. Instead look to see is there spacers between th3 leaf spring and the axle these can often be removed and shorter u bolts fitted
