Trailer brakes too quick to lock

I have a NC grain trailer that is always locking up with the slightest touch of the brake pedal when loaded. Is there a sensible way for slowing the oil flow to the brake rams to make them come on in a slower more gradual way?.

If it is only when empty then you need to fit a load sensing valve. Not expensive and better for your tractor and trailer

We have a 12 tonne NC with 10 stud commercial axle and it locks very easily with no load. Just have to be gentle on the foot brake.
