Are they for security or to disable them in the yard if they’re not to be used etc? We made half a dozen out of offcuts of two inch pipe welded to a plate that can be dropped through the ring and a padlock through a hole in the bottom. We only use them as a precaution on trailed appliances that should not be used or ones that work is carried out on.

You could most probably make something along the lines of a shipping container lock box where the padlock would be in a box type affair. Unfortunately nothing will be cordless grinder or oxyacetylene proof but will be a major deterrent.
