Can anyone clarify if it is legal for a tractor to tow a tri-axle trailer please? Strange question I know but we have been told that you need to have a HGV licence to do so!

Yes, you can tow a triaxle trailer behind a tractor. You can still only have a weight of 3500kg (trailer plus contents) though iirc.
