I am having problems with steering locking up. The oil pressure seems a bit high at 3500psi back end at tipping pipe, could this cause the issue and how could it be fixed. (All filters and oil changed in last 100hours )

Yes, that sounds like a lot of pressure. Have you tested the pressure at the steering valve?? I assume the steering and hydraulics work from the same pump and not a separate pump??

Yes from the book the pressure range is meant to be 2800-3000psi. Yes they work from the same pump the steering is given priority though the priority valve I am pretty sure this is what is sticking but just wondering if the higher pressure is the cause? Thanks
