Firstly it should be locked and roar at cold start for 30seconds or so with the engine at 1500rpm, then begin to subside.

Second, warm tractor fully up for a half hour, turn on the a.c. and cover the rad with a bag running at 1500rpm or so again and once the thermostat has opened and the rad hot, i.e. a high heat load, the fan should begin to roar.

Keep an eye on the temp gauge whilst testing obviously.

That's a good start, but checking if its fully locked can't really be done without an optical tachometer.

I have no experience of tractor viscous fans, but I can't see why they should be different to car/van fans. Standard procedure is to try to stop the fan with a rolled up newspaper. It should stop the fan on a cold engine, but not on a hot one if the viscous coupling is working correctly.
